Bills may be introduced by government ministers (frontbenchers) as government bills or by backbenchers of any party as a private member's bill. Opposition frontbenchers (those in the shadow cabinet) may not propose bills. They were not elected as the government and their job is not to legislate.
However, bear in mind that unlike real bills, bills in Politics India should not run into hundreds of pages or have thousands of sections. Also, avoid too much legalise as most of us are not lawyers. However, we do expect you to be precise and must be written in English, although words from an Indian language may be used in italics with the English translation in parenthesis.
All bills must have :
1.A SHORT TITLE - this is short as the title suggests. eg. POST OFFICE ACT 2003
2.LONG TITLE - Describes the purpose of the bill. eg. "An Act to allow private operators to run post offices in return for a fixed fee from the government."
3.This is followed by:
4.PROVISIONS - The provisions should be set out in sections. Sections should be numbered starting from 1. Subsections are denoted as 1(1), 1(2) etc. Inside sub-sections, there can be paragraphs denoted 1(1)(a) and if you need to subdivide further, there can be sub-paragraphs denoted 1(1)(a)(i). You are required to stick to the prescribed format.
5.ENACTMENT - Sets a date when the act comes into effect. Alternatively, it could just be:
6.SCHEDULES - Bills may have schedules at the end providing details about the bill. Schedules may have paragraphs and sub-paragraphs. There can be multiple schedules numbered Schedule 1, Schedule 2 etc.
